- To approve:
- the Procedure for providing persons with disabilities, children with disabilities, and other specific categories of the population with technical and other rehabilitation aids, as attached;
- the list of technical and other rehabilitation aids for persons with disabilities, children with disabilities, and other specific categories of the population, in accordance with the annex.
{Paragraph 2 has lost its validity pursuant to Resolution of the Cabinet of Ministers No. 1057 dated December 16, 2015}
- To declare as invalid the resolutions of the Cabinet of Ministers of Ukraine in accordance with the attached list.

PROCEDURE
for providing persons with disabilities, children with disabilities, and other specific categories of the population with technical and other rehabilitation aids
General Provisions
- This Procedure defines the mechanism for:
- free provision of persons with disabilities, children with disabilities, and other specific categories of the population with technical and other rehabilitation aids;
- non-cash transfer of funds to enterprises that have fulfilled individual orders of persons with disabilities, children with disabilities, and other specific categories of the population for the manufacture of technical and other rehabilitation aids and for the provision of repair services.
This Procedure does not apply to persons whose disability is related to an occupational injury resulting from an accident at work or an occupational disease.
Such persons are provided with rehabilitation aids at the expense of the Social Insurance Fund against occupational accidents and diseases. If they are not covered by that Fund, provision is carried out under this Procedure based on a certificate of refusal from the respective territorial office of the Fund.
- Technical and other rehabilitation aids provided include:
- prosthetic and orthopedic products, including orthopedic footwear;
- special self-care and care aids;
- mobility aids;
- assistive devices for personal mobility, movement, and lifting;
- furniture and equipment;
- special devices for orientation, communication, and information exchange.
Persons with disabilities and children with disabilities are provided with such aids according to an individual rehabilitation program.
- Persons with disabilities, children with disabilities, elderly persons, veterans, and other eligible groups are entitled to free provision of rehabilitation aids in accordance with the laws of Ukraine on social protection, child protection, rehabilitation, education, and veterans’ status.
- Rehabilitation aids are provided without the right of sale, donation, or transfer during their period of use.
- Such aids are manufactured, supplied, and repaired by enterprises that meet qualification requirements established by the Ministry of Social Policy.
- The date of receipt of a rehabilitation aid is considered the date it is issued or delivered.
- Medical indications for provision are determined by:
- medical and social expert commissions (MSEC) for persons with disabilities;
- medical advisory commissions (LCC) for children and other persons;
- military medical commissions for persons affected by anti-terrorist operations.
8–14. Additional provisions define eligibility criteria, priority groups, specific aids (e.g., for hearing or visual impairments), and procedures for replacement and provision.
